This is a pair of "outer-cover trousers" issued to women. They were wind-resistant and water repellent. The material is a treated cotton. Commonly, women who drove vehicles would wear them, and they could be worn over the liner wool trousers. These were made for both the WAAC and the WAC. The bottom of the trousers have a small elastic band that would wrap around the foot, making it easier to put on boots or leggings.
